That's my understanding of it as well.
Here's the URL that gets transmitted by Netscape 6. Search term was
"test". I denied access to the AOL servers and then of course couldn't
be redirected to Google:
http://info.netscape.com/fwd/lksidus_gg/http://www.google.com/search?q=test&sourceid=mozilla-search
