Unless you are referring to the <ilayer> tag which does have some
rather sophisticated capabilities (embedded scrolling, etc), why
wouldn't the <div> tag be good enough for your purposes? In many cases
the <div> entity (in combination with CSS) is more powerful.
In any case even the behavior of the <ilayer> entity can be simulated
reasonably with <div> and a javascript.
Perhaps I'm missing something?
