The W3C didn't do it "the mozilla way". That is the standard that was
come up with. Microsoft, Netscape, and many other corporations who are
a part of the W3C wrote the standard. The spec isn't "the mozilla way"
in any sense, Microsoft had a huge part of writing that standard and
they are deliberately choosing not to follow it. Mozilla follows it
simply because Mozilla is designed to follow all W3C standards
