Well, since https://bugzilla.mozilla.org/show_bug.cgi?id=259615 is fixed this should not be possible for overflow:hidden anymore.
Except the page can still scroll it. It can't scroll overflow:-moz-hidden-unscrollable elements.
I have no idea about the technical issues involved, but it seems to me that overflow:hidden could be almost just as fast as overflow:-moz-hidden-unscrollable, since the difference of behavior between the two is almost nihil, afaics.
It could, if we did a custom implementation of overflow:hidden instead of reusing scrollframes....
But the perf issue would still be there with overflow:auto/scroll. So better to focus on fixing the perf issue... The reflow refactoring branch may help a good bit here.
