I am not a laywer, but my understanding is this:
Yes, you can do that, provided that:
- You follow the license, including telling users where to get the
source of the icons.
- The icons are not logos. I.e. you might not be able to use the splash
screen, but you are able to use the "Save As" icon.
You're application doesn't have to do anything with NetBeans.
