Indeed. That's why I don't suggest to use the MPL as-is. I modifed it 
for my new files to include the "Initial Contributor" (i.e., myself) as 
the only one being allowed to change the license.

(Not that I would distrust the current people at Netscape, but more the 
owner of Netscape, namely AOL.)
