When GTK+ ships with the OS, libart tends to ship with the OS as well.
On Windows and OS X, Mozilla should use GDI+ and Quartz 2D respectively,
anyway.

(IIRC, at some point, a modification to libart was required, but it has
been over two years, so there has been plenty of time to roll that
modification into the main version of libart.)
