new mail notification

hi all

could someone point me to the piece of code that updates
the "mini-mail" task-bar icon after new mail has been received? it changes
from the "normal" mail icon to the one with the little green arrow... would
something like that be implemented in c++ or JavaScript? any help much
appreciated!
