All the special cases for nsMimeMessageSaveAs.  Those special cases
appear to handle i18n text in a very strange way.  For example, in
MimeHeaders_convert_rfc1522(), there is that 

        if (!nsCRT::strcasecmp(output_charset, "UTF-8")) 

which is (astonishingly) always true.
