RFC:s (Request For Comments) is what is sometimes called "Internet Standards".
It's there you will the TCP/IP standards, the MIME standard, the HTTP standard
and many other "standards" of different size and seriosity.
RFC2646 defines the format=flowed format for text/plain mails. RFC:s may be
found at many, many places which you would have found out if you had
tried to search for them. For instance
