No, you can't because the "Communicator" component currently also 
includes the Navigator component.

It doesn't make too much sense to install no Navgiator, since it is 
small (I guess 500K or less).

I agree that you should have the option. But making this work requires 
someone to do the work. Netscape dosn't seem interested. So, it's up to you.

Something that installs (at least in part) in system resources 
(directories) and is accessible for all apps.

The composer is required for Mailnews.
