Quoted missing

Hi,
in Mozilla-Mail 0.9.2 under Mail and Newsgroups in
"Messages"--"Forwarding and Replying Messages"--"by default,forward
messages:"there is no tab "quoted".Only "inline" and "as
attachment"available.What's the matter with this?How should I reply to
newsgroups?Any suggestion?
