When I first saw the form, I though I was on the wrong page (yet another
verbose technical description of "something). The form fields (where you
actually fill stuff in) are too far down the page.
Therefore, they should either be move up so you can see some
recognizable ones (make you recognize is a BUG form page); OR add a
descriptive titlle or note to the TOP of the page.
