This is a tool for reporting bugs with the Mozilla web browser from
mozilla.org...


How could it be made more clear that this page is a bug-reporting tool? It
says so twice in the opening four lines. The reason that stuff is at the
top is so that people will read it. Saying "skip down a bit to report your
bug" would defeat the entire point.
