Unless I am really reading things wrong, "priority" is determined by the
sender, while "labels" are determined by the recipient. They both have
their place, but the current priority method is in my opinion too open
to abuse, especially by spammers. Lately, that spam abuse of priority
has been increasing significantly, at least in my experience. And I
think that is likely to only increase, eventually rendering the current
method nearly worthless.
I think that in order for a sender priority to remain useful in the
future, you need to add an additional filter. This filter would say that
only email that meets certain filter criterea (sorry, that doesn't look
right, but I have no spellcheck) such as sender or perhaps even domain,
would be allowed to set priority. All other priority indications would
be ignored.
