I still use 4.78 as well, so I haven't seen this behavior, but from what
you described, it sounds like a feature, not a bug. I think the idea is
that you're much more likely to want to comment on what you're quoting
rather than edit someone else's words. In 4.78, I have to remember to
put the "> " at the beginning of the line after the text I enter so it
remains quoted, the way you described, it already does that.
