It's definitely a bug.

Not really "edit", but insert line breaks. Maybe when you want to
comment between two sentences.

Hm? Where did I write that? It's wrong, Mozilla doesn't do this and it
shouldn't anyway.

It seems as if Mozilla is keeping an internal flag for "this line is 
comment" and isn't updating it correctly.
