I've seen UIs for this (mulberry does this) and I dont think the UI 
would be that hairy. Add a Advanced Tab near the quote colors which pops 
up a dialog box like this

Colour for Qoutes
        Level 1 [Choose color]
        Level 2 [Choose color]
        Level 3 [Choose color]
        Level 4 [Choose color]
        Level 5 [Choose color]

I think it might be safe to say that 5 is the maximum you can go in UI. 
But a power user could add more qouting levels in prefs.js. The colours 
for quoting level 6 and above would remain at colour 5

By default all of this would be disabled so unless you really wanted you 
wouldn't get the colours. You'd only get plain old black and white.
