ISO-8859-15 may not be the choice we should be looking at. I suspect 
that a lot of people are already using Windows-1252. I am currently 
inclined to recommend Unicode (UTF-8) instead. I've provided some 
reasons why we should avoid ISo-8859-15 at this point.
