If you are working on a bug, just add a comment to it.  If it's a UI 
bug, and it isn't covered by the spec (see 
http://www.mozilla.org/mailnews/specs/)
make sure you discuss the UI with jglick before getting too deep into 
the fix.  She has to approve the UI changes before it can get checked in.

You should make this an account manager extension, like mscott did for 
S/MIME.

Sorry, I haven't written any documentation on account manager extensions 
yet.
