Ah, ok. Now I understand. Yes. Netscape Communicator 4.xx for example is
dumb enough to send the � with iso-8859-1 and it is displayed fine in
Mozilla.

That's a problem. Netscape Communicator 4 users might say "Hey, Netscape
6 is silly, it doesn't send out � as easy as good old Netscape
Communicator."
