conclude that encoding in iso-8859-1 allows for transmission of 
additional characters not defined within iso-8859-1.

Provided that, and as long as no final solution is found, I find it 
better to let the symbol "slip through" silently than have the rebelling 
composer as is now. The user will not understand which character is 
meant, discard the entire message and curse the developers once more. As 
if they needed that! Whatever you do, translate the symbol to "EUR" or 
let it slip through: let it run silently! Most users will be happy with 
that.
