This is nonsense. I know at least one newsserver that even sets MIME
Headers if it's missing from a posting and if the posting contains 8-bit
characters. A /proper/ MIME encoding is absolutely normal for news
servers, how else do you want to define 8-bit characters in the body?
How else should a strict news client know how to display a posting if
there isn't a MIME declaration in the header?
