Sorry, it was my fault - I was not clear enough - my question was
mainly about MIME encoding of the _Subject_ - surely, MIME-specified
encoding of the _body_ is essential and needed.
But having _Subject_ as
Subject: =?koi8-r?B?8NLP18XSy8E=?=
often cause problems:
1) Some News gateways (f.e. some Fido networks) do not understand
such MIME encoding of _Subject_
2) Some Web-based News services (as old Dejanews and I guess as
current Supernews) also are not ready to decode MIME in _Subject_.

Agree :) I never use it, only Netscape, but this specific feature of separating
News and Mail settings looks very nice to me...
