Agree, but in reality it's not possible - take, say a pure Russian- language Newsgroup. What should they use in Subjects? Many participants do not know English, their 2nd language may be French or Spanish. So a person who looks at the list of Subjects expects to see Russian there, in each line, and not ASCII :) What people do?
