I got it. The described behavior is definitely bug. It appears when I use
shortcut (Ctrl-M). In this case Composer invokes with blank 'To:' field.
However, with toolbar button Composer works as expected, i.e. with
proper newsgroup filled in addres.
I'm going to report a bug.
