It was (is?) an old bug that was very annoying. It seemed to have been
fixed ages ago (in the nightlies at least) but now appears to be back,
but only very occasionally - nothing like as bad as it was.
I usually just close Mail/News and restart it, no need to exit Mozilla
entirely.
I can't find the bug for it.
