I still have more investigation to do, but at this point, it looks like a problem with the OS/2 Unicode converters. We are properly passing in the Unicode character FF5E, but the unicode converter is using a substitute character (?) which means it can't convert it to the proper character in the destination codepage. I'm investigating.
