Ok, I just wanted to be sure that we were taking about the same thing since updating Java13 did not install any plugins anywhere here. I had to do it by hand. I don't have the IBM Web Explorer, so I can't say anything about that. I know that it is based on the Mozilla project but I don't know anything about its installation procedure.
