I agree that the help should be updated to cover the tabs dialog.

Because this option doesn't control that, it controls whether you switch to the new 
tab or not (as I have happily discovered).  I should also point out that when this 
option is on, a URL entered into the entry field now opens in the current tab 
rather than a new one (which seemed like a bug with that option off, since it is 
supposed to be Ctrl+Enter to open in new tab).
