Indeed - this sounds like something that should go in %etc% - but that is probably 
beyond the scope of a zip distribution.  So, maybe it should look in the following 
locations:
1.  %etc%
2. argv[0] directory of mozilla.exe

Henry's suggestion of copying the GNOME format sounds logical, but then you 
can't use the INI read/write methods.
