So you'd have a refresh install replace your user preferences with an 
empty file? Doesn't make much sense to me. The whole point of user.js is 
that it is a USER SUPPLIED preferences file. (I'm not the slightest bit 
suprised this confuses some people however. Setting preferences in 
multiple places is just asking for confusion in my opinion.)
