I'm not sure what a 'system menu' buys, nor why I would ever want to
have it appear on EVERY window.  [I certainly don't make use of it.]

If we are talking about changing the size of a Mozilla window,
I "grab" an edge and "pull" it to where I want it.  If we are
talking about changing the position of a Mozilla window, I RMB
in the title bar and "drag" the window.  If we are talking about
Close/Maximize/Minimize, there are "buttons" on my title bar
which allow me to do those.  I don't __need__ a 'system menu'
when I am operating with a mouse.  [And if I am *not* using a
mouse - why would I *need* an "icon" anyway ?]

If we are talking about whether the 'Title Bar' should be displayed
or not on "subsidiary" windows -- I *want* it there (so I can click
on the 'X' in the 'Title Bar' to get rid of the "subsidiary" window).

Once in a while (at least with earlier builds) a "subsidiary"
window might open ON TOP OF the original window.  Seems to me that
showing a different (or null) icon for "subsidiary" windows would
give an unmistakable VISUAL INDICATION that the window the user
is looking at is *not* the original window opened by Mozilla.
