Fiscal disparities and the fact that 3 of those operating system
versions are not really new; they're hack jobs on top of old code
(Windows 2000 is the closest thing they've had to a rewrite of anything
since the source code release; 98, 98SE, and ME are all basically Win95
with fluff).
