Yep..the simultaneous release of international language packs would 
bring positive publicity for the mozilla project (although some major 
languages such as Spanish-French are still not available) ...Currently 
there are at least 10 active localization projects which publish 
langpacks 3-7 days after every milestone release, therefore a "freeze" 2 
weeks before the official 1.0 release would give enough time to l10n 
groups to have ready their langpacks on time.
