However, if the Moz window that opens another window doesn't have focus when it opens that other window then the new window shouldn't get focus. Basically, a window that is not the foreground window should not be able to do something that gives it or another window focus. Maybe there are some severe error conditions that might be exceptions. But I'm inclined to say no even there.
