Right. Nevertheless, localizations are source just like our cpp files
are. It's not smart, if Netscape, Beonex, Redhat and whichever else all
do their own translations. So, even if Mozilla 1.0 targets
distributors/developers, the call for localizations is still very valid.
Same applies to documentation, if we decide that we want it.
