In Mozilla preferences click on the twisty to open the "Privacy and
Security" category, go to the "Passwords" tab (just above the "Master
Password" tab). There are two choices there, remember passwords, and use
encryption.  You need the first to turn on the feature, you need the second
to encrypt your passwords and require the use of the master password.

If these are both set and you're not being asked for your password is it
possible your master password was reset to blank?
