In Mozilla preferences click on the twisty to open the "Privacy and Security" category, go to the "Passwords" tab (just above the "Master Password" tab). There are two choices there, remember passwords, and use encryption. You need the first to turn on the feature, you need the second to encrypt your passwords and require the use of the master password.
It appears that the encryption option wasn't set. Now that I have checked it, Mozilla works as expected. I have made the mistake of completely overlooking the "Passwords" tab, thinking that all the password settings were in the "Master Password" tab. I have no idea how the encryption option was deactivated. Thank you for your help!
