Hi Everyone,

Lame 3.03 is now on the web page (www.sulaco.org/mp3).  There
shouldn't be any major changes in sound quality, but 3.03 has a lot of
contributed patches.  Also, Jan Peman's site now has the full source
you you dont have to mess with my awful 200Kb patch file!  There's a
link to Jan's site on the download page.

Fixed rare bug: if a long_block is sandwiched between two
short_blocks, it must be changed to a short_block, but the short_block
ratios have not been computed in l3psy.c.  Now always compute
short_block ratios just in case.

Fixed bug with initial quantize step size when many coefficients are
zero.  (Thanks to Martin Weghofer).

Bug fixed in MP3x display of audible distortion.
