For the gnu tools *including patch* take a look at
http://www.cygnus.com/gnu-win32
I don't belive that "patch" is in their "usertools.exe" file, you will
probably need to get the 13mB "full.exe" file. On the plus side, you
will then be able to use gcc to compile the sources, just as if you
were on a unix machine!
