[MP3 ENCODER] blocktypes and joint-stereo

I think that we should not force blocktypes for left & right channels to be
identical.  As an exemple, in AAC the joint stereo is enabled in a frame
only if the 2 blocktypes are the same. I think it's the same for mp3.
So this should be reserved to the "force" mode, to my mind
