Well it depends of the MMX-Instruction set you want to use and of
course of the need of using doubles instead of single-reals.
That question goes to the MP3-Team.
If using single-float covers the accuracy of the fft's used in encoding
procedures then the 3D-Now insn-set of AMD-K6/II will be a good
candidate
for increasing the encoding speed.
I can only speak for the MMX-part since i'm one of the developpers
of the MMX-EMULATOR for Linux, have a look at

Another question is which routines consume most of execution time.
