[MP3 ENCODER] HuffmanCode in 8hz vs ISO

Hi all,
        I can't remember to whom I was talking about this.  it was
probably Jan...
        Why does the iso code do about 50 times as many calls to
HuffmanCode as the 8hz code does?
        For a 40 second encode, ISO calls HuffmanCode 54million times.
The 8hz code only calls it about 1million times..

any help appreciated...
