Even for someone with perfect hearing, the real question is which
is more important: high frequencies or a better representation
of the dominant frequencies.
At 128kbs, with dist10 based encoders, there are a lot of artifacts
which I think are much more noticeable then the lack of frequencies
above 16khz.
This is probably why the FHG encoder has the following (bit rate
dependant) freq. cutoffs:
