LAME 3.12pre2 is now on the web page.  It has a couple of great new
features:

CRC checksum now working!   (Thanks to Johannes Overmann ) 
 
Erik de Castro Lopo's LIBSNDFILE now supported!

With libsndfile, LAME can encode almost all sound formats.  Albert
Faber did the work for this, including getting libsndfile running
under win32.  However, I kludged it up so you could use libsndfile or
the original lame wav/pcm code, and in the process probably broke
LAME/win32.  

More VBR bitrate allocation tuning, but I have not yet implemented
Gabriel's bit rate reduction algorithm.

frame analyzer will now work with mono .mp3 files 

more code tweeks from Jan Peman. 

Compaq-Alpha/Linux fixes and speedups from Nils Faerber.
