[MP3 ENCODER] limit bitrate switches

Hi,

I think it will be useful to have (optional) switches for limiting maximal
and minimal bitrate in VBR mode. I did some sound tests and I decided that
at least minimal bitrate should be forced - I discovered indication of
strange artefacts (distortion?) at high freq even with -V 0. What is
Your opinion, Mark?
