I agree.  Having no minimum means you have complete faith in the 
psycho-acoustic model.  (-b will set the minimum bit rate, by the way)

-V 0 means no audible distortion, as measured by the psycho-acoustic
model.  The encoded frame can still have a very large amount of
distortion, as long as the psy model claims that the distortion
will be masked (and not audible).  Errors in the psy model
can thus lead to distortion even with -V 0.  

It would be nice to have a better psy-model, but I dont know
of any in the literature other than the one we have.
I've read papers on PAC and AAC, and they both claim to use the 
MP3 psy-model.
