[MP3 ENCODER] Xing's VBR header

Hello all,
I hacked a little around to get the Xing's VBR header writing stuff into
Lame. Right now it is more or less working, have to clean up the code a bit
before I will send it to Mark. Is anyone else working on this subject?
Furthermore, does anybody know what the VBR_SCALE value means? It is not
mandatory that this value is written, but it would be nice to know what this
value actually means
