I only changed the default to 64 (I still want it to be 112!)
This was because of the posted comments of audible distortion even
with -V 0.  Maybe the default min bitrate should be based on
the value of -V?  112kbs for -V0, and decreasing down to 32kbs 
as -V is increased?
